The role of government is not to change lives but to maintain order. Paul tells Timothy to pray for "kings and all who are in authority, that we may lead a quiet and peaceable life."
Paul goes on to say that the reason we pray for those in authority is so that they have the wisdom and skill to maintain order. And the government maintains order so we can proclaim the life-changing message of Jesus to people like Chris.
