the purchaser shall be entitled to retain the amount of any claim of the purchaser against the contractor whether liquidated or unliquidated arising out of the contract under reference or otherwise and set off the same protanto against any amount payable to the contractor under the contract under reference or otherwise ,however ,without prejudice and in addition to the other rights of the purchaser to recover the amount of any such claim as aforesaid.
